The Australian Health System: A Brief Overview

Australia has a publicly funded universal healthcare system called Medicare. Medicare provides Australian citizens and permanent residents with heavily subsidised - and in many cases free - access to GPs, specialists, and public hospitals. International students on temporary visas do not have access to Medicare.

In place of Medicare, international students are required to hold Overseas Student Health Cover (OSHC) - a private health insurance product specifically designed for student visa holders. OSHC is not Medicare, and the coverage is not identical - but it provides meaningful protection against the cost of healthcare in Australia.

What OSHC Covers

Standard OSHC policies cover:

  • GP visits: Consultations with general practitioners, typically at a reduced out-of-pocket cost or fully covered at bulk-billing OSHC-registered clinics

How to Use Your OSHC

  • Always carry your OSHC membership card or have the app installed on your phone - you will need to present it at medical appointments.
  • For prescription medications, take your prescription to a pharmacy and present your OSHC card. The co-payment is typically AUD $5-$15 for listed medicines.
  • For in-patient hospital treatment, contact your OSHC provider in advance where possible to confirm your coverage and understand any out-of-pocket costs.

OVHC for Other Temporary Visa Holders

Visitors to Australia on temporary visas other than the student visa - including working holiday makers (Subclass 417 and 462), sponsored workers (Subclass 482), and tourists extending their stay - need Overseas Visitors Health Cover (OVHC) rather than OSHC. OVHC products vary widely in price and coverage; the most appropriate level of cover depends on the type of visa, intended duration of stay, and activities planned.

What Is Not Covered - and How to Manage It

The most significant gaps in standard OSHC coverage are dental and optical care. A dental check-up with X-rays in Australia costs AUD $200-$400; emergency dental treatment can cost significantly more. An eye examination and glasses cost AUD $200-$600 depending on the prescription and frames.

To manage these costs:

  • Budget for at least one dental check-up per year and set aside AUD $300-$500 for dental costs
  • Consider upgrading your OSHC to a policy that includes limited dental and optical benefits if you expect to need these services regularly
  • Use your university's dental school if available - most Australian universities with a dental faculty offer reduced-cost treatment performed by supervised dental students

Mental Health Coverage Through OSHC

Standard OSHC includes some mental health coverage - typically a GP referral for a mental health treatment plan and a limited number of subsidised psychology sessions. The details vary by provider and policy. If mental health support is likely to be a significant need during your studies, review your policy's mental health benefits carefully when selecting a provider.
